Design of a salt/road abrasives storage facility (Completed April 2024)

The City contracted with Bennett, Brewer and Associates, LLC. to complete the design of a new bulk storage facility to house salt and road abrasives for use in the winter. The construction of the facility began in April 2024.

Coal Miner Memorial Park (Completed March 2024)

The City supported the construction of a community driven history-based visitor attraction. The immersive exhibit educates the public on the rich history of coal mining in the region, and is located in close proximity to major tourist destinations in the city.

Centennial Hill Pump Station Upgrade (Completed March 2024)

The City contracted with Carl Belt, Inc. to construct a new sewage pumping station facility and related force main. The existing station was in disrepair and beyond its intended service life, resulting in sewer outages and backups within the sewer system. The new station will collect sewage from the Armstrong, Shaw and Crestview neighborhoods in Frostburg and pump it through the force main to our large city trunk line that ultimately flows out of town to Wrights Crossing. The completion of the pump station has completely removed sewer pumping outages from the Crestview area of Frostburg, and allows for greater efficiency, worker safety and resilience to environmental impacts.

Water Treatment Plant System Upgrade (Completed March 2024)

The City contracted with Micro-Tech Designs, Inc. to complete a full upgrade of the software and integrated hardware system at the city's drinking water treatment plant. The existing software system was longer compatible with its own components, resulting in staff having to manually dose and control the drinking water supply. The upgrades have allowed the water treatment to return online fully autonomously, increasing efficiency, safety, and useful life while also reducing operating costs.

Sanitary/storm water infrastructure mapping and smoke testing. (Completed February 2024)

The City contracted with RK&K, LLP. to complete a city wide, comprehensive pressurized vapor mapping and infiltration study. The study provided the City with GIS maps of city sewer and storm infrastructure. The maps outline known areas of infiltration into the sewer system, and will be used to guide repairs and separate instances of illegal sewer infiltration.

Design of a Child Development Center (Completed January 2024)

The City contracted with Bennett, Brewer& Associates, LLC. for the design of a child development center. The facility is now under construction and is slated to be complete in June 2024. The construction of the facility will increase access and quality of child care services in Allegany County.

Street Paving (Completed December 2023)

The City contracted with Belt Paving, Inc. in 2022 and Ameri-Seal LLC in 2023 to complete a comprehensive city street paving project. The project focused on establishing a firm and substantial road base on different streets around town. Additionally, the project corrected several drainage issues through strategic milling and grading of road surfaces.

Lions Park LED Lighting Upgrade (Completed December 2023)

The City contracted with Willdan Lighting and Electrical Inc., to complete an upgrade of the field lights at Sowers Field/ Lions Park located at the Parris N. Glendening Recreation Complex. The existing mounting brackets and sodium field lights were replaced. The City participated in the Small Business Direct Install (SBDI) incentive program offered through Potomac Edison, and received grant funding through Local Parks and Playgrounds Infrastructure Funding, together offsetting over 75% of the total project cost.

Recreation Department Storage Building (Completed December 2023)

The City constructed a 28x40ft metal storage building at 200 S. Water Street. The facility will be used to house equipment needed for the maintenance of city parks. The building material package was purchased from CN Metals, LLC, and the assembly was completed by city staff. 

Police Incar Computer Equipment Upgrade (Completed August 2023)

The Frostburg City Police Department purchased new in-car computers and mounts for the patrol vehicles. The computers that had been in the cars were becoming dated and obsolete. Proper compute equipment is necessary to policing, in part because Maryland police departments use a shared computer application to handle traffic violations, citations, warnings, and safety equipment repair orders. In addition, officers can utilize the police reporting system to draft reports and/or obtain information while on patrol. 

Garbage Truck Repair (Completed June 2023)

City staff facilitated the emergency repair of the city Garbage truck. The timely repair of the truck allowed the street department to offer the annual bulk pickup, and reduced interruption to garbage collection services. 

Fishing Pier Design (Completed June 2023)

The City contracted with Bennett Brewer and Associates (BB&A) to design an ADA accessible fishing pier to be located at the city owned and operated Piney Reservoir. Once the structure is built, it will allow for equal opportunity recreation to the surrounding community.

Police Taser Upgrade (Completed June 2023)

The Frostburg City Police Department purchased fifteen (15) Taser/Electronic Control Devices, cartridges, departmental instructor training ("vouchers"), and all training materials needed for officer annual certifications. This purchase from Axon Enterprise, Inc., will supply the Frostburg City Police Department with fifteen (15) Good quality and properly functioning Electronic Control Devices. The devices are imperative for police operations, as they enhance officer and public safety, can decrease the use of higher levels of force, and can decrease the risk of injury to police officers and suspects in a use of force event. 

Disc Golf Course (Completed May 2023) 

The City contracted with AcePlace Design, LLC to design and furnish a 9-hole disc golf course at Hoffman Park. The project was proposed by the Allegany County Disc Golf Club. They also assisted with the planning, design, and installation of the course. It created the first public disc golf course in Allegany County. 

LED Street Lighting Upgrade (Completed April 2023) 

The City purchased 51 and installed 41 LED retrofit light fixtures in various locations around the city. The brightness was adjusted to the recommended wattage. The fixtures were purchased directly from Capital Electric, and Stevens Electric completed the installation. 

Chlorine Storage Tank Replacement at the Water Treatment Plant (Completed April 2023)

The City replaced an inoperable bulk chlorine storage tank at the City owned Water Treatment Plant Facility. The contract was awarded to Com-Bro Contracting after being competitively advertised. The scope of work included the removal of the inoperable tank, the installation of the new tank, and all related necessary plumbing and facility changes. Three change orders were approved for worked deemed necessary during construction. The third change order involved work outside the scope of the initial contract and will be supported through other sources of funding.

Street Department Roof Replacement (Completed March 2023)

The City contracted with Vertex Roofing Contractors to complete a partial replacement of the membrane roof at the City Street Department building. The roof was replaced with a new high density membrane. Portions of the roof were regraded with elevation changes to create better drainage and remove areas of standing water. During the replacement, additional repairs were needed and two change orders were approved to address them. 

Water Department Roof Replacement (Completed March 2023)

The City contracted with Hite Associates, Inc. to complete a roof replacement at the City Water Department building. The existing roof was in need of significant repair, and it was in the best interest of the City to install a new roof rather then repair the existing.

Police Livescan Fingerprinting Equipment (Completed February 2023)

The Frostburg City Police Department purchased Livescan fingerprinting hardware and software items. The new device replaced obsolete fingerprinting equipment that was in need upgrading. The device is used to fingerprint criminal arrestees. Depending on City policy development, it may also later be used to fingerprint civilian applicants, criminal justice system employees, and other members of the public as a community service. Police department staff members were provided training for the new device and equipment. The new equipment has since enhanced the department's functionality by renewing and improving the department's ability to digitally fingerprinted criminal arrestees and other persons.

COVID Sick Leave for City Employees (Completed February 2023)

Employees were offered paid time off to isolate, quarantine, or receive a COVID-19 vaccination. 

Armory Floor Refinishing (Completed November 2022)

The existing floor at the Frostburg Armory (160 S Water St.) was sanded to bare wood and deteriorated floorboards were replaced. The court lines were painted for volleyball, basketball, and pickle ball. And then, the floor was sealed and finished with a clear polyurethane coating. 

Garbage Truck Purchase (Completed September 2022)

The City purchased a used municipal garbage and sanitation truck for the use of daily trash pick up in town. This purchase has allowed the City to meet customer demand for trash removal and keep sanitation costs down by continuing to facilitate in house garbage collection. 

Contractual ARPA Coordinator (Completed July 2022)

The City created a contractual temporary American Rescue Plan Act Coordinator position. The position included managing the use of the federal funding, project tracking, reporting, and other administrative responsibilities. These duties have been reassigned to a different full-time position.

Main Street Trashcans and Benches (Completed June 2022)

Frostburg Street Department employees recently installed nine park benches and fifteen new garbage cans along Main Street in Frostburg, Maryland. The new street furniture is intended to complement the urban landscape of the downtown business district, enhance the cleanliness and walkability of Downtown Frostburg, and provide a place for residents and visitors to relax while exploring Main Street.

The new 6’ black metal benches replaced five existing recycled plastic benches, and four additional benches were placed along Main Street. Additionally, the existing downtown garbage cans were replaced by fifteen new 30-gallon concrete trash cans were placed along Main Street. All salvageable recycled plastic benches and garbage cans were redistributed to City parks, where they will continue to serve Frostburg residents for years to come.

These downtown updates were initiated by the Mayor and Council in response to requests from local residents and downtown business owners for additional Main Street seating and garbage receptacles.

Water Treatment Plant HVAC Unit (Completed June 2022)

The City contracted with All Seasons to complete an installation of a 550,000 BTU direct fired heating unit at the City's water treatment plant. The new heating unit will fully heat and dehumidify the water treatment plant, protecting both sensitive systems and pipe networks susceptible to freezing. This will improve the facilities life span and reduce the risk of various failures.

Vacuum Truck Purchase (Completed March 2022)

The City purchased a VacCon Truck from Atlantic Machinery Inc., in the amount of $520,974.00, as offered on the Virginia Sheriff's Bid 22-03-0721, per the City's Procurement Policy.

Since the purchase, the City has been able to more effectively clean clogged sewer lines and storm water lines. Time needed to remove blockages have decreased along with costs. The processes for removing blockages and cleaning catch basins have become safer. Finally, sensitive excavation has also become safer with the use of the truck's Hydro-Excavation capabilities.

Vaccination Incentive Program for City Employees (Completed November 2021)

The City of Frostburg offered a $500.00 vaccination incentive to all City employees who obtained a full COVID-19 vaccination by October 29, 2021. This incentive amount was subject to tax and administered through payroll separate from the biweekly pay within 30 days of providing proof of full vaccination. Proof of vaccination was confirmed with obtaining a copy of the employee’s vaccination card. The program yielded a 12.96% increase in vaccination rates among City employees.

IWorQ Implementation (Completed October 2021)

In March of 2020, the City of Frostburg’s Community Development department began researching providers of software systems to reduce the department’s reliance on paper forms for permitting, rental housing registration, inspection notices, and owner’s agent certifications, and code enforcement warning and citation actions. The department also sought to accept credit card payments online. Based on pricing models and functionality, the department decided on IWorQ and began implementation on August 21, 2021. As of April 26, 2022, permitting and code enforcement have fully made the switch to the online software system, and rental housing-related functions are nearing the implementation phase. 

The greatest benefit of the online-based tracking system has been the significant reduction of face-to-face interactions between City staff and members of the community. Residents are able to submit application materials, remit payment, and track the status of their permits online, and recipients of code enforcement citations are able to pay citation fees online. Additionally, rental property owners and their designated owner’s agents are able to license and make updates to their rental property information through the online portal.

Wireless Access Point (WAP) at Washington Ridge (Completed August 2021)

The City collaborated with the Allegany Board of Education/ACPS to provide wireless access points to a Low - Moderate income neighborhood. The City's contribution to the project included paying for the labor necessary to wire the WAPS. This allowed for increased access to the Internet for learning purposes during the period of online instruction.
