Commissioner Kevin G. Grove 

Commissioner Grove is a lifelong citizen of the City of Frostburg. He served as a Frostburg City Police Officer and rose to the rank of Lieutenant, in which capacity he served as the department’s executive officer and daily administrative officer. During his police service, he received several commendations from the Mayor & City Council and recognitions from community groups. Commissioner Grove completed Maryland Police Training Commission approved police supervisor school and administrator school, among many other educational experiences. 

Throughout his career, Commissioner Grove served as the department’s investigator, firearms instructor, point-of-contact for the Maryland Police Training Commission, background investigator, training coordinator, and quartermaster. He retired in 2018 with 41 years of police service after which he ran for office and was elected as the Commissioner of Public Safety, beginning in summer 2018. 

Commissioner Grove serves on the Board of Directors for the Maryland Municipal League and is the District 7 Vice President. Commissioner Grove is the elected official with direct oversight of the police department. He is a member and Past President of Fraternal Order of Police Lodge No. 90, serves as the Chairman of the Board of Directors for the Frostburg Housing Authority, is a member of the nominating committee for Allegany-Mineral County Crime Solvers, and is a member of the Program Advisory Committees for both the Allegany College of Maryland Criminal Justice Program and the Center for Career and Technical Education Criminal Justice Program. He also serves as a member of the Allegany County Opioid Task Force. With his time as a police officer and as the police commissioner, Commissioner Grove is believed to be the longest-serving member in the history of the police department.

OPERATIONS AND ADMINISTRATION

Chief Costello is a lifelong citizen of the City of Frostburg. He joined the Frostburg City Police Department in January 2006, upon which he attended and completed the Maryland Police Training Commission’s Police Academy in Sykesville, MD. Throughout his career, he rose through the ranks and was also assigned for several years as the department’s criminal investigations detective at the Allegany County C3I Unit, where he investigated a wide variety of cases ranging from theft and embezzlement to robbery and murder. He has served as a patrol officer, police supervisor, police investigator, and police administrator. 

He completed the Maryland Police Training Commission’s Supervisor School, Administrator School, Instructor School, and Firearms Instructor School, among many other in-service courses. Chief Costello earned a law degree (juris doctor degree) from Mitchell Hamline School of Law, having graduated summa cum laude. Chief Costello also has a Master of Arts Degree in Criminal Justice from Arizona State University, a Bachelor of Science Degree in Justice Studies, with a philosophy minor, from Fort Hays State University (summa cum laude), and two Associate Degrees from Allegany College of Maryland (both summa cum laude). 

He is a member of Fraternal Order of Police Lodge No. 90, the Maryland Chiefs of Police Association, Allegany-Mineral County Crime Solvers, the Program Advisory Committees for the both Allegany College of Maryland and Center for Career and Technical Education Criminal Justice Programs, and the Maryland Municipal League Police Executive Association. He is also a member of the Allegany County Drug and Alcohol Abuse Task Force, among other collaborative bodies. Chief Costello is a member and past chairman of the C3I Advisory Board. Chief Costello is responsible for the day-to-day management and operations of the police department. He is also an attorney licensed to practice law in Maryland and a member of the Maryland State Bar Association and the Allegany County Bar Association.

Chief Costello is very involved in the Frostburg community. He has been involved in several civic/community organizations, including having served as the Exalted Ruler of Frostburg Elks Lodge #470 (B.P.O.E.) and as an active member of his church in Frostburg, often attending activities there several times each week, such as volunteering to help teach high school religious education, volunteering at the Osborne-Newman Center young adult ministry at Frostburg State University, and serving on the church safety/security committee. He is also the second vice president of Fraternal Order of Police Lodge 90 and the Chaplain of the Maryland Chiefs of Police Association.

Lieutenant J.M. Sites, Jr.

Lieutenant J.M. Sites is a twenty+ year veteran of the Frostburg City Police Department and is the Executive Officer of the department. He is a graduate of Allegany College of Maryland with a degree in criminal justice. Lt. Sites joined the Frostburg City Police Department in October 2001. Upon hire, he attended and completed the Maryland Police Training Commission’s Police Academy in Westminster, MD. 

Throughout his career, Lt. Sites has been recognized for making the most DWI arrests in the department during multiple years, and he is especially renowned for his work as the department’s first School Resource Officer. Lt. Sites implemented and developed the SRO program when it was brand new to schools in the City of Frostburg. Throughout his work as the SRO from 2009 to 2014, he earned respect for the program from faculty, students, staff, and parents, and he positively impacted the lives of many youths. He also gained certification as an Advanced School Resource officer and as a D.A.R.E. instructor for fifth and seventh grade curriculums.

In addition, Sites has served as a field training officer and was the night shift commander after being promoted to First Sergeant in June 2019. He has handled common nightly business as well as numerous major incidents. He  completed MPCTC supervisor school and administrator school. He currently handles patrol administration, incidents and calls for service, expungements, juvenile regulatory compliance, police grants management, and coordinates the Safe Haven program and the SRO grant program.

Lt. Sites is responsible for managing the administrative affairs of the department.

Lt. Sites is also very active in the local community. He has coached Hot Stove baseball, an athletic program for youth aged 13 to 15, Participated in P.L.A.Y. (Parents, Law Enforcement, and Youth), a guidance program for at-risk juveniles, taken part in “Shop with a Cop”, raised donations and walked in Relay for Life, an American Cancer Society fundraiser, is an active member of Fraternal Order of Police (Lodge #90), is an active Member of Fraternal Order of Eagles Lodge #2883, and is an active Member of All Weather Sportsmen (acting in an officer's status since 2012; Secretary - Past President: 2015, 2017 and 2019). In his free time, he enjoys activities including golf, baseball, fishing, being outdoors and spending time with family and friends.
