Frostburg's City Administrator, John R. Kirby, Jr., serves the residents of Frostburg by carrying out the policies and directives of the Mayor and City Council. The City Administrator runs the day-to-day operations of Frostburg government.  It is the City Administrator's job to ensure that Frostburg government is operating efficiently and effectively for its residents.
